The BEST Consortium unites universities from Vietnam, Cambodia, and the EU under Erasmus+ to modernize second-tier HEIs. Focused on underserved regions, the project addresses challenges such as weak governance, limited internationalization, and low mobility.
Experienced EU institutions provide mentorship, fostering EU-Asia and intra-Asia cooperation. Each Work Package (WP) is co-led by an EU+Asia or Asia+Asia team, ensuring active participation and capacity-building for all partners.
Key goals include strengthening governance, enhancing academic and research internationalization, improving mobility, and establishing global partnerships. Digital transition is a priority, equipping HEIs with ICT tools. Workshops, mobility programs, and collaborative strategies drive sustainable institutional development.
Coordinator: UNIVERSITA DEGLI STUDI DI ROMA TOR VERGATA (UNITOV)
The overall management of the BEST project will be guaranteed and coordinated by UNIVERSITA DEGLI STUDI DI ROMA TOR VERGATA (UNITOV), from Italy. UNITOV will be in charge of all the administration and finance policies and reporting between partners and to the Executive Agency. Likewise, UNITOV will be responsible for planning, deploying the workplan, coordination of work packages, purchases, mobilities, and dissemination activities.
Project Management and Operational Capabilities
- Project Management Experience: UNITOV, as the submitter of the BEST proposal, takes direct responsibility in overseeing the financial management of the project.
- Accounting Procedures: UNITOV’s accounting department ensures meticulous recording of all expenditures, adhering strictly to Erasmus program guidelines and lump sum rules.
- Partnership Agreements: At the project’s inception, UNITOV will formalize partnership agreements (PAs) with each participating Higher Education Institution (HEI), following recommendations set forth by the Erasmus program.
- Budget Allocation: The project budget has been carefully structured to fairly distribute funds among all partners, considering their respective roles in the planned activities. A top priority is ensuring the budget’s feasibility for the effective execution of all scheduled tasks.
- Financial Oversight: UNITOV’s accounting department maintains stringent financial oversight, regularly generating financial reports as required. Resources have been allocated to facilitate an independent financial audit of project expenditures.
- Erasmus+ Project Management: Dr. Аlmа Orаzi, a graduate in foreign languages, has worked at the International Relations Office since 2005. She has experience working with the Leonardo da Vinci Program and Erasmus Placement, managing one of the largest Internship Associations in Italy, from drafting to reporting at the National Agency. Since 2014, she has worked in the international relations office of UNITOV as a project manager for the Erasmus+ Program, KА1, KА2, KА3.
- Coordination Role: UNITOV has experience in coordinating projects, demonstrated by strategically assigning leadership roles to partners, leveraging their skills and expertise. This approach ensures equitable participation across the consortium. To promote ownership and enhance the capabilities of Vietnamese and Cambodian universities, they jointly lead a work package with a European partner, ensuring a collaborative and inclusive approach to achieving the project’s goals.
The above information demonstrates that UNITOV has extensive experience in international projects, especially within the Erasmus+ framework. This experience, coupled with a capable staff and rigorous financial management procedures, suggests that UNITOV is well-equipped to effectively undertake the coordination and management of the BEST project.
